Coastal communities play a strategic role in supporting sustainable coastal resource management; however, limited legal awareness often hinders their ability to exercise and protect their rights. This community service program aimed to enhance the legal understanding and awareness of coastal communities in Muara Sampara Village, Kapoiala District, Konawe Regency, regarding their rights, obligations, and legal protection mechanisms in coastal area management. The program employed a participatory approach involving legal counseling through lectures, interactive discussions, and question-and-answer sessions. The activities focused on legal regulations governing coastal areas, environmental protection, community rights and obligations, and dispute resolution mechanisms. The evaluation was conducted through direct observation of participants' engagement and their understanding of the materials delivered during the program. The results indicate a significant improvement in participants' knowledge of coastal management regulations, legal protection mechanisms, and dispute settlement procedures. Furthermore, the program strengthened legal awareness by encouraging greater community participation in environmental monitoring, sustainable coastal resource management, and the protection of coastal community rights. The collaboration established among the university, local government, and the community also created opportunities for sustainable legal assistance and future empowerment programs. Therefore, legal counseling proved to be an effective community empowerment strategy for improving legal literacy, strengthening community participation, and promoting the protection of coastal community rights through sustainable coastal governance.
